I figured this out last week. It turns out that the qeury to the database was timing out because of latency issues in my dev enviroment.

I added a timeout call out to the db.asp and the page now loads correctly

The line I added was

oConn.ConnectionTimeout = 100

Can succesfully connect to an Access database. However when I attempt to reload the page. Receive the following error

Provider error '80004005'

Unspecified error
