I was hoping that there was available a csv form or the specification sheet data in one large chunk so I could load this into my db and associate the state/county to abbr. If this is available please let me know otherwise I will have to parse the MAPSS files and I really don't want to do that.

I'm afraid we do not have a CSV sheet for the specification. However, you can directly copy paste the table in Microsoft Excel and save as CSV.
