I am afraid it is not possible on mouse-over, as of now, but you can add animation at load time using the following styles

<styles>
 <definition>
   <style name='Anim1' type='animation' param='_xscale' start='0' duration='1' />
   <style name='Anim2' type='animation' param='_yscale' start='0' duration='1' />
 </definition>
 <application>
   <apply toObject='anchors' styles='Anim1,Anim2' />
 </application>
</styles>
